Washington, DC— Today, Representative Jim Himes (CT-04) called for the opening of an impeachment inquiry into President Donald Trump:

“During my career, I have learned that there are moments for calculation, prudence, compromise and the careful weighing of competing interests. And there are moments for clarity and conviction. This is such a moment.

“The time has come for the House of Representatives to begin an impeachment inquiry into President Donald Trump. From the moment of his inauguration, this President has shown contempt for the truth, has attacked our institutions, and has ignored the Constitution he swore to defend. He has refused the oversight which is Congress’ long-established right and duty. In recent weeks, he has refused to comply with subpoenas, he has ordered administration officials to refuse to testify, and he has asserted executive privilege of unprecedented scope with respect to attempts to alter the census.

“The President attacks our free press, threatens to jail his political opponents and attacks courts and judges when they challenge his unprecedented behavior.

“That we have not slouched closer to autocracy is due to the strength of the democratic safeguards and protections that we have built and defended for two and a half centuries. Most Americans sense the danger and have reacted, most recently by electing a House of Representatives with the power and desire to check this President.  The President has refused to acknowledge or acquiesce to that power.

“The framers of the Constitution placed the power of impeachment not in the courts, but in the Congress, so that Congress might consider not just the facts and the letter of the law, but the broader interests of the Republic.

“I have, until now, been conflicted about those interests. Impeachment, along with the right to declare war, is the most awesome power of Congress.  The politics of impeachment are messy and uncertain, and might, in the short run, serve the President’s narrow political interests.

“But look at where we are today.  Republicans cheer or justify or stand woefully silent in the face of behavior for which they would have impeached a Democratic president many times over. Our best and most proven ideas cannot get even a hearing in the United States Senate. Unless we restore respect for the law, respect for truth and respect for common decency, we cannot hope to solve any of our other pressing problems.

“The American people should understand that opening an impeachment inquiry is not removal of the President. Given the behavior of the United States Senate, that outcome is probably out of the question. An impeachment inquiry will be a fair consideration of the facts that the American people must understand, with both sides fairly and openly represented.

“My motive today is not to pressure the Speaker of the House, whose leadership in this Congress has been superb. She leads us today in the epic mission of defending our democracy. That mission requires a vigorous debate and competing ideas, but it also requires care, discipline and a measure of deference.

“There are moments for careful calculation. For weighing political expediency and conflicting interests. And there moments for clarity and conviction. This is that moment.”

Himes pide una investigación de impeachment

Washington, DC— Hoy, el representante Jim Himes (CT-04) pidió la apertura de una investigación de “impeachment” sobre el presidente Donald Trump:

“Durante mi carrera, he aprendido que hay momentos para el cálculo, la prudencia, el compromiso y el cuidado pesaje de los intereses en competencia. Y hay momentos para la claridad y la convicción. Este es un momento.

“Ha llegado el momento de que la Cámara de Representantes comience una investigación de “impeachment” sobre el presidente Donald Trump. Desde el momento de su toma de posesión, este Presidente ha mostrado desprecio por la verdad, ha atacado nuestras instituciones y ha ignorado la Constitución que juró defender. Ha rechazado la supervisión, que es el derecho y el deber establecidos desde hace mucho tiempo por el Congreso. En las últimas semanas, se ha negado a cumplir con las citaciones, ha ordenado a los funcionarios de la administración que se nieguen a testificar, y ha hecho valer el privilegio ejecutivo de alcance sin precedentes con respecto a los intentos de alterar el censo.

“El Presidente ataca a nuestra prensa libre, amenaza con encarcelar a sus oponentes políticos y ataca a los tribunales y jueces cuando impugnan su comportamiento sin precedentes.

“Que no nos hayamos agachado más cerca de la autocracia se debe a la fuerza de las salvaguardias y protecciones democráticas que hemos construido y defendido durante dos siglos y medio. La mayoría de los estadounidenses perciben el peligro y han reaccionado, más recientemente eligiendo una Cámara de Representantes con el poder y el deseo de revisar a este Presidente. El Presidente se ha negado a reconocer o aceptar ese poder.

“Los redacción de la Constitución colocaron el poder de “impeachment” no en los tribunales, sino en el Congreso, para que el Congreso pudiera considerar no sólo los hechos y la letra de la ley, sino los intereses más amplios de la República.

“He, hasta ahora, estado en conflicto sobre esos intereses. El “impeachment”, junto con el derecho a declarar la guerra, es el poder más impresionante del Congreso. La política de “impeachment” es desordenada e incierta, y podría, a corto plazo, servir a los estrechos intereses políticos del Presidente.

“Pero miren dónde estamos hoy. Los republicanos animan o justifican o se quedan tristemente callados ante un comportamiento por el que habría ensuciado a un presidente demócrata muchas veces. Nuestras mejores y más probadas ideas no pueden obtener ni siquiera una audiencia en el Senado de los Estados Unidos. A menos que restablezcamos el respeto de la ley, el respeto a la verdad y el respeto a la decencia común, no podemos esperar resolver ninguno de nuestros otros problemas apremiantes.

“El pueblo estadounidense debe entender que abrir una investigación de “impeachment” no es destitución del Presidente. Dado el comportamiento del Senado de los Estados Unidos, ese resultado probablemente está fuera de cuestión. Una investigación de “impeachment” será una consideración justa de los hechos que el pueblo estadounidense debe entender, con ambas partes representadas de manera justa y abierta.

“Mi motivo hoy no es presionar al Presidente de la Cámara, cuyo liderazgo en este Congreso ha sido excelente. Nos guía hoy en la épica misión de defender nuestra democracia. Esa misión requiere un debate vigoroso e ideas que compiten, pero también requiere cuidado, disciplina y una medida de deferencia.

“Hay momentos para un cálculo cuidadoso. Por sopesar la conveniencia política y los intereses contradictorios. Y hay momentos para la claridad y la convicción. Este es el momento”.
