#Bridgeport CT– The State of Connecticut has taken over the Astoria Park located at 725 Park Avenue also known as PARCC Health Care, Inc. of Bridgeport, CT as of the 30th of October. Their license was due to expire December of 2016. It is a a 135 bed chronic and convalescent nursing home. Court records … upon a finding of any of the following … (3) such facility has sustained a serious financial loss or failure 2 which jeopardizes the health, safety and welfare of the patients or there is a reasonable likelihood of such loss or failure.” “On October 23, 2015, the Department had to advance PARCC eighty-three thousand dollars ($83,000.00) in order for it to fulfill its payroll obligations to its employees. PARCC has reported to the Department that it does not have sufficient funds for payroll due October 29, 2015. Currently the Connecticut Department of Labor has a lien on PARCC’s Medicaid payments in the amount of seventy-nine thousand dollars ($79,000.00). In addition, the Connecticut Department of Revenue Services is owed five hundred thousand dollars ($500,000.00) in nursing home resident day user fees under Conn. Gen. Stat. § 17b-320 et seq.”
The court appointed Attorney Katharine B. Sacks of New Haven, Connecticut as Receiver to operate the PARCC’s chronic and convalescent nursing home. She has an extensive background with troubled nursing facilities. According to court records she has ” been the court-appointed Receiver for Frontier of Northeast Connecticut, Inc. (three Connecticut skilled nursing facilities); Highville Mustard Seed Development Corporation, Inc. (a Connecticut charter elementary school); Lexington Healthcare Group, Inc. (six Connecticut skilled nursing facilities); Mill River Foundation, Inc. (one Connecticut skilled nursing facility); Pegasus Management Company, Inc. (five Connecticut skilled nursing facilities); and New Hope Manor, Inc. (several residential group homes for troubled adolescents, an out-patient community mental health clinic and a school). ” In addition she “served as Health Care Regulatory Counsel to Chapter 11 Bankruptcy Trustee to West Rock Health Care Center, a skilled nursing facility in Connecticut” and “have been retained as counsel to a receiver in five nursing home receivership cases”.

I have seen this place deteriorate over the years the patients getting substandard treatment maybe now it will run like it should
The care here is no worse than any other place… it’s the management and owners who are crooks… there’s a history there..
The owner actually sits on the board of CT association of Health Care Facilities… for decades! Shameful.
This is a small place with a big heart. Ask any of the employees how long they have been at Astoria – 30 -25 -20 – 15 years the average. What place can say that? Why do they stay there? Because they love the residents, their families and fellow staff members! This poor facility has been surviving on a shoe string budget for many years! The staff give the best care under the circumstances given to them. No place is perfect – but I had my mother there twice for rehab – they did wonders! The care was extremely personal and professional. Astoria is a family – residents & their families and staff. Family members and staff can walk to the facility through any kind of weather. This facility is in the heart of the city near several hospitals and centers. Astoria Park needs to be saved – it is the home of great residents that call each other and staff family. I pray that it will be bought by someone who has the same values it is based on.
