1:01pm–#Fairfield Connecticut–#cttraffic– I-95 southbound between exits 19 and 20 the highway is down to one lane as a tractor trailer has jackknifed and ruptured it’s fuel saddle tank. DOT called to the scene. Visibility is poor, expect major backups.
